Also steam store and community links didn´t work ,showing a browser message that i am offline and should go online even while friends was up and running
Solution:
Internet Explorer was in offline mode and I had to re-enable online mode.
I´ve done this by typing something in the search bar and after IE giving the message that i am in offline mode and asking if I want to enable online I clicked "connect" in the message box.
Also I restarted Steam after that.
Dunno why IE had gone offline,haven´t used it lately...
Seems that Steam shares some files with IE like libraries and stuff.
Anyway... problem solved
